El Dorado County, CA Code Violation Reporting: How to Report (2026)

Anyone can trigger code enforcement in unincorporated El Dorado County by filing a citizen complaint with the Development Services Code Enforcement Unit. 060(A) limits administrative enforcement to three situations: a specific bona fide citizen complaint, a violation surfacing during the County's own review or approval of a project, or a coordinated sweep enforcing a Code provision uniformly across the County. A complaint alone does not trigger a citation. 040 as the Sheriff, Fire Chief, Code Enforcement Officers, Chief Administrative Officer, or the Directors of Planning and Building or Environmental Management) must conduct an independent investigation and find good cause before issuing a notice and order.

120. 070 protects whoever reports the problem: the County must take reasonable steps to keep the complainant's identity confidential, and the Board has found that interest outweighs disclosure under the Public Records Act. That protection cuts both ways, since knowingly filing a false complaint is itself a misdemeanor. 050(D) also lets an Enforcement Official skip formal citation altogether and instead informally encourage compliance through oral or written requests, or informal negotiation, before escalating to a notice and order.
