Montgomery County has no countywide quiet-hours law. Each city, village, and township sets its own. In Dayton, stationary noise is capped at 55 dB(A) from 10 p.m. to 7 a.m. and 61 dB(A) during the day.
Dayton Code Β§ 94.11(B)
No person shall cause or permit noise levels from the operation of a stationary noise device or from any other source in excess of 55 dB(A) in any areas or districts of the city that are zoned residential... between the hours of 10:00 p.m. and 7:00 a.m.
There is no county construction-hours ordinance; each municipality sets its own. In Dayton, building erection, demolition, alteration, or repair is limited to 7 a.m.-6 p.m. on weekdays unless a special permit is granted.
Dayton Code Β§ 94.05(J)
The erection (including excavating), demolition, alteration, or repair of any building other than between the hours of 7:00 a.m. and 6:00 p.m. on weekdays, except in case of urgent necessity in the interest of public health and safety, and then only with a permit from the building inspector.
No countywide barking ordinance exists, but most local codes ban animal noise that disturbs neighbors. Dayton prohibits keeping any animal or bird whose frequent or long-continued noise disturbs the comfort or repose of persons in the vicinity.

The keeping of any animal or bird which by causing frequent or long continued noise shall disturb the comfort or repose of persons in the vicinity.
Montgomery County sets no leaf-blower ordinance; it is a city and township matter. Dayton requires noise-creating blowers and power fans to be muffled and internal-combustion engines to carry a muffler sufficient to deaden the noise.
Dayton Code Β§ 94.05(P)
The operating of any noise-creating blower or power fan or any internal combustion engine, the operation of which causes noise due to the explosion of operating gases or fluids, unless the noise from such blower or fan is muffled and such engine is equipped with a muffler device sufficient to deaden such noise.
No county amplified-music ordinance exists. In Dayton, a radio, instrument, or device that is plainly audible 25 feet from the building, structure, or vehicle where it plays is prima facie evidence of a noise violation.
Dayton Code Β§ 94.05(B)
The operation of any such set, instrument, phonograph, machine or device in such a manner as to be plainly audible at a distance of 25 feet from the building, structure, or vehicle in which it is located shall be prima facie evidence of a violation of this section.
Aircraft-in-flight noise is regulated by the FAA, not the county. Dayton, however, prohibits operating any aircraft over the city with sound-amplifying equipment in operation.
Dayton Code Β§ 94.03
No person shall operate, or cause to be operated any aircraft for any purpose in or over the city with sound amplifying equipment in operation.
The county sets no industrial-noise ordinance. Dayton regulates stationary noise sources by decibel limit and by requiring internal-combustion engines and exhausts to run through effective mufflers.
Dayton Code Β§ 94.08
No person shall operate any gas engine or any other engine operated by internal combustion without a muffling device, or in such a manner as to produce an annoying noise in the neighborhood of said gas engine.
Montgomery County sets no countywide decibel limit. Dayton enforces measured caps: 61 dB(A) daytime and 55 dB(A) nighttime in residential districts, plus 80 dB(A) for motor vehicles, measured at the property line.
Dayton Code Β§ 94.11(B)
No person shall cause or permit noise levels... in excess of 55 dB(A) in any areas or districts of the city that are zoned residential... between the hours of 10:00 p.m. and 7:00 a.m. or in excess of 61 dB(A) in any such areas... between the hours of 7:00 a.m. and 10:00 p.m.
No county outdoor-music ordinance exists. In Dayton, sound-amplifying equipment audible 100 feet away is regulated, and its use in city parks requires written consent from parks officials.
Dayton Code Β§ 94.09(B)
No person shall use, or cause to be used, sound amplifying equipment within any of the city's parks without the written consent of the Superintendent of Park Maintenance, unless in conjunction with an activity officially sponsored by the Division of Recreation.
Ohio law requires every motor vehicle to have a working muffler and bans removing or disabling it. Dayton adds an 80 dB(A) motor-vehicle limit measured at 15 feet and bars amplified vehicle sound audible 25 feet away.
Dayton Code Β§ 94.10(B)
No person shall cause noise levels from the operation of motor vehicles in excess of 80 dB(A) in any area within the city at any time. Such noise level limit of 80 dB(A) shall be based on a distance of not less than 15 feet from the noise source.
