The opening and closing hours for each individual park shall be set by the parks and recreation director, or his designee, and be posted therein. ... No person shall enter or remain in a County park after designated hours; violators shall be issued a trespass warning, citation requiring payment of a fine or court appearance, in the discretion of the park ranger, and entrance into the park during hours of operation may be refused.
