Alhambra has no crypto-mining ordinance. A commercial mining warehouse matches the Chapter 23.43 Data Centers definition, so the citywide ban reaches it. Home mining stays a residential accessory activity bound by the § 18.02.050 noise limits.
No section of the Alhambra Municipal Code names cryptocurrency, bitcoin, or blockchain, and no energy cap targets mining. A building of mining rigs processes and manages electronic data, so the Community Development Director classifies it under the Data Centers use in Chapter 23.43, which Table 23.06.020 marks "not allowed" in the PO and I zones. Section 23.06.020 authorizes the Director to assign an undefined use to the substantially similar classification, and prohibits any use that is neither listed nor substantially similar. A commercial mining operation therefore has no zone in Alhambra. Mining on personal computers inside a home remains a residential activity, limited by the 55 dBA Residential Noise Zone standard.
There are no crypto-specific penalties. A commercial mining facility is treated as a prohibited data center and enforced under Title 23, while rig noise reaching a neighbor is cited under § 18.02.050.
