Municipal Code § 18.02.050 makes it unlawful to produce noise received on property occupied by another person above the zone limit, measured inside a dwelling unit or commercial structure at least four feet from the nearest wall, ceiling, or floor with windows and doors closed. Section 18.02.040 assigns all commercial, manufacturing, and industrial property, including the PO and I zones, to the Commercial Noise Zone at 70 dBA, and all RL, RM, and RH property to the Residential Noise Zone at 55 dBA. Where a measurement sits on a boundary between zones, the lower standard applies. Los Angeles County instead uses exterior limits of 50 dBA daytime and 45 dBA at night.
