Alhambra prohibits data centers citywide. Ordinance O2M26-4863, adopted June 22, 2026, created a Data Centers use classification and marked it "not allowed" in both employment zones, PO and I. No other zone lists the use, so it is barred everywhere.
Table 23.06.020 of the Alhambra Zoning Code governs the two Employment Zoning Districts: PO (Professional Office) and I (Industrial). Under Ordinance O2M26-4863, effective August 1, 2026, the Data Centers row carries a dash in both PO and I, which the table legend defines as "use not allowed." Section 23.06.020 states that land uses not listed in the table and not substantially similar to listed uses are prohibited, and no residential, commercial, or public/semi-public table lists data centers. The result is a citywide prohibition with no conditional use permit path. The City found the amendment exempt from CEQA. Alhambra follows neighboring Monterey Park rather than Los Angeles County, which allows data centers in industrial zones.
Establishing or operating a data center in Alhambra is a zoning violation. Community Development enforces Title 23 through permit denial, stop-work orders, administrative citations, and abatement of the unlawful use.
