Alhambra skipped a temporary moratorium and adopted a permanent ban. On July 14, 2026 the City Council introduced Ordinance O2M26-4868, calling a November 3, 2026 election on a charter amendment locking the prohibition beyond any future Council vote.
Los Angeles County declined a moratorium for unincorporated areas and ordered a 120-day study. Alhambra took the opposite route: the Council adopted an outright prohibition through Zoning Text Amendment AMD-26-04 and Ordinance O2M26-4863 on June 22, 2026. Because a later Council could repeal a zoning ordinance by simple vote, a resident proposed charter language, and on July 14, 2026 the Council took up Ordinance O2M26-4868 to place it before voters on November 3, 2026. The measure reuses the existing Chapter 23.43 definition and adds that data centers are prohibited in all zones of the City. If voters approve, only another vote of the people could reverse it.
No moratorium exists because the use is banned outright. A data center proposal is denied at the permit counter rather than deferred, and construction without permits draws Title 23 enforcement.
