Rather than a moratorium, Prince William County has tightened its data center path step by step. In March and June 2026, supervisors directed staff to draft a zoning text amendment that would eliminate by-right data center development and require a Special Use Permit and Board of County Supervisors approval for every future project, with existing and under-construction sites grandfathered. Supervisors have stated a goal of ending the Data Center Opportunity Zone Overlay District entirely by 2027, with the amendment expected to take effect in late 2026 or early 2027. Separately, the courts permanently blocked the county's largest project, the Prince William Digital Gateway, after developer QTS dropped its final appeal on July 2, 2026.
