Sacramento County has not adopted any moratorium, cap, or ban on data centers. New facilities are allowed in unincorporated industrial zones through the normal Zoning Code process, with Design Review, any needed Special Development Permit, and CEQA environmental review.
As of July 2026, the Sacramento County Board of Supervisors has enacted no pause, numeric cap, or prohibition on data center development, and the county has no data-center-specific ordinance layered on top of its industrial zoning. Data centers are permitted uses in the M-1, M-2, and M-P industrial districts and are reviewed case by case under the Zoning Code, the Countywide Design Guidelines, and CEQA. This is a genuinely active market: the Prime Data Center in McClellan Business Park is operating and expanding under those standard rules. Elsewhere in California, some jurisdictions such as Imperial County have adopted temporary data-center moratoriums, but Sacramento County has not followed that route. Any future moratorium would require a separate Board of Supervisors action.
There is no moratorium to violate. Building a data center in unincorporated Sacramento County still requires Design Review, any needed Special Development Permit, and CEQA clearance; skipping those triggers county enforcement and blocks permit approval.
