Loudoun County Zoning Ordinance Section 7.05.03 caps A-weighted sound at the receiving lot line, and these limits apply at all times of day and night. For data centers, Section 7.05.03.F sets a firm 55 dB(A) impulsive-sound ceiling at any adjacent lot line permitting a single-family dwelling and bars noise-producing activity within 250 feet of an existing dwelling. A Commonwealth-licensed professional engineer must submit a pre-construction noise study with the Site Plan and a post-construction study within one to twelve months of the first Certificate of Occupancy; if either exceeds 55 dB(A), the owner must build engineer-certified mitigation.
Exceeding 55 dB(A) at a residential lot line violates Section 7.05.03; the Zoning Administrator can require engineer-certified noise mitigation, withhold or revoke certificates of occupancy, and pursue zoning enforcement until measured sound conforms.
