Unincorporated San Luis Obispo County regulates continuous, stationary-source noise through Table 3-2 of the General Plan Noise Element, applied during CEQA and land use permit review rather than a stand-alone decibel citation. Noise beyond a project's Noise-Element-based permit conditions is a permit violation. The County can require added mitigation, issue notices of violation through code enforcement, and, for continued noncompliance, move to revoke the discretionary permit.
