A data center's chillers and backup generators emit noise beyond property lines, so it fits Industrial - Specialized, allowed by Conditional Use Permit in the Industrial-Low (IL) and Industrial-High (IH) zones, not R&D. IL and IH cap building height at 50 feet with a 0.85 floor-area ratio. Discretionary approval triggers CEQA; Tahoe Basin land also follows the TRPA Code through the Meyers Area Plan Zone (Chapter 130.26).
Building or expanding a data center without the required Conditional Use Permit, or on land not zoned Industrial-Low or Industrial-High, is a zoning violation. The county can deny permits, issue stop-work orders, and require permitting first.
