Gloucester County, NJ Drone Rules: Park Drone Restrictions (2026)

Section 2(j) of the Gloucester County Parks Rules & Regulations makes drone flying a default violation, not a default right: no person may "operate an unmanned aerial vehicle or remotely operated aircraft ('drone') within any Park land or water, except by the written permission of the County of Gloucester County for authorized purposes." The rule covers the airspace above every park, lake and stream inside the Gloucester County Parks System defined in Section 1, and applies whether the drone is flown for photography, recreation, or any other purpose.

Getting permission is not automatic. Section 3(j) authorizes the Gloucester County Administrator or a designee to grant "exceptions, waivers or modifications" to any provision of the Rules and Regulations "as he/she may deem appropriate and necessary," which is the mechanism by which a drone operator would obtain the written authorization Section 2(j) requires. Absent that written sign-off, launching a drone anywhere in a Gloucester County park, including over its lakes and streams, is treated the same as any other violation of Section 2's prohibited-conduct list.

Enforcement follows the same path as every other Section 2 violation. Parks and Recreation Department staff administer the rules under Section 3(e), may order a drone operator to stop and leave the park under Section 3(f), or call for law enforcement assistance to enforce compliance. A conviction under Section 3(g) carries "fines or imprisonment or both as prescribed by law for each offense," with the prosecution brought in the name of the County of Gloucester.
