Federal law preempts most local drone airspace regulation. Recreational pilots flying under the exception in 49 U.S.C. §44809 must: (1) fly strictly for recreational purposes; (2) follow the safety guidelines of a community-based organization (e.g., AMA); (3) keep the aircraft within visual line of sight; (4) yield to and not interfere with manned aircraft; (5) fly in Class G airspace without authorization or in B/C/D/surface E only with LAANC or other FAA authorization; (6) stay at or below 400 ft AGL in uncontrolled airspace; (7) pass the FAA TRUST aeronautical knowledge test and carry proof; and (8) register aircraft weighing more than 0.55 lb (250 g) on FAA DroneZone and display the registration number. Effective March 16, 2024, almost all drones operating outdoors must broadcast Remote ID under 14 C.F.R. Part 89. Ventura's airspace contains the immediate vicinity of Santa Paula Airport (SZP, ~10 mi east) and is below Class C around Oxnard (OXR) airspace — check the B4UFLY app or FAA UAS Facility Maps before launching near these or any temporary flight restriction (TFR), including wildfire TFRs that commonly cover Ventura County during fire season. The San Buenaventura Municipal Code (SBMC), current through Ord. 2026-005 (Feb 17, 2026), contains no general drone ordinance; however, several SBMC provisions apply indirectly: noise/disturbing-the-peace rules (SBMC Div. 8), park use rules in SBMC Div. 11 (which require permits for organized activity and prohibit conduct that endangers other park users), and trespass/private nuisance rules. State law also limits drone use: Cal. Pen. Code §402 makes it a misdemeanor to operate a drone in a manner that prevents or interferes with firefighters, police, EMS, or lifeguards at an emergency scene; Cal. Civ. Code §1708.8 (the 'anti-paparazzi' statute) creates civil liability up to treble damages and $5,000–$50,000 in fines for using a drone to enter the airspace above private property to capture images or recordings of someone engaged in a private activity in a manner offensive to a reasonable person. Ventura is in the California Coastal Zone — Coastal Commission lands and Ventura Pier areas are also subject to additional posted rules.
