All operations remain bound by FAA Part 107 or §44809, Remote ID, Cal. Pen. Code §402 (no flights interfering with lifeguards or emergency crews — relevant at Ventura's lifeguarded beaches), and Cal. Civ. Code §1708.8 (no drone surveillance of private activity). During the frequent Ventura County wildfire TFRs, all park drone flights are federally prohibited within the TFR boundary.
SBMC Div. 11 violations are typically infractions; the Parks Director may also revoke permits or order persons to leave the park. National Park Service violations: up to $5,000 and/or 6 months (36 U.S.C. §1.3). California State Park violations of 14 C.C.R. §4319 are infractions/misdemeanors. FAA, Pen. Code §402, and Civ. Code §1708.8 penalties stack on top.
