Clayton County, GA Environmental Rules: Boat Dock Permits (2026)

Clayton County Zoning Ordinance Sec. 34 establishes the Lake Marina District governing docking on the county's lake. Under Sec. 0, Mooring of Watercraft, registration with the Marina Manager is mandatory before any boat is moored or anchored, and slip assignments happen strictly by reservation; the Marina Manager can demand proof the watercraft meets safety and sanitation standards before allowing registration. Only vessels meeting the ordinance's own definitions of "watercraft" and "recreational vessel" may dock, and every boat using the mooring area must carry current state or federal registration, produce that documentation on request, and be in compliant, good operating condition, non-commercial recreational use only.

Beyond registration, every owner or operator docking in the mooring area must sign a mooring area use agreement with the Marina Manager before entering, and agree to follow the mooring area rules. Sec. 0(d) caps how long a boat can stay: no watercraft may be moored at the dock adjacent to the marina for longer than 24 hours, matching the ordinance's own definition of "long-term storage" as keeping a watercraft at the marina beyond that 24-hour mark. Sec. 0 requires the Marina Manager to fold operational rules, such as operational distances, no-wake areas and speed limits, into every use agreement so boaters are on notice of the safety rules before they ever leave the dock.

The district's permitted uses (Sec. 0) list mooring and dock facilities alongside fueling stations and bait and tackle shops, and vehicles accessing the marina are limited to passenger vehicles and light trucks under a 10,000-lb GVWR, with parking capped at 24 spaces per lot and 48 total.
