Sarasota County Code § 54-656(1) requires docks, piers, mooring piles, davits and boat lifts to be "associated with Water-Dependent Activities" and sets siting criteria: no structure or moored vessel may occupy more than 25 percent of a waterway's width, absent a narrow deviation the Administrator may grant only when the parcel sits at a canal's terminal end or opposite public or undeveloped land (§ 54-656(1)(a)). No structure may extend more than 300 feet from the shoreline across open water, and none may sit within 25 feet of a navigation channel's centerline unless the channel is under 83 feet wide (§ 54-656(1)(b)-(c)).
Structures must set back 25 feet from the applicant's riparian rights line, or 10 feet for marginal docks and seawall-mounted davits (§ 54-656(1)(e)), and a single-family parcel is limited to one dock or pier mooring no more than two vessels (§ 54-656(1)(i)). Section 54-655(1) requires the Authority and Administrator to deny or modify any application that would harm navigation, water quality, wildlife, natural beauty or public safety. Section 54-656(1)(j) forces any water-dependent structure fronting the Gulf of Mexico, or Siesta Key's Big Sarasota Pass shoreline south of the City of Sarasota boundary, into major work permit review; minor work permits are unavailable there.
Terminal platforms are capped at 250 square feet (160 in an aquatic preserve), and the preempted dock area cannot exceed ten square feet per linear foot of shore frontage (§ 54-656(2)). Docks and piers within the Town of Longboat Key, City of Sarasota and City of North Port are exempt from this county permit where the municipality itself authorizes the work (§ 54-653(1)(a)).
