Florida's coastal construction control line program governs Bay County's Gulf beachfront, from Panama City Beach through Mexico Beach. Under Fla. Stat. §161.163. Inside the St. Andrew and St. Joseph Bay aquatic preserves (Fla. Stat. Chapter 258), seagrass beds and submerged lands get added protection. Local building permits do not substitute for the state CCCL permit.
