Menifee is an inland Inland Empire city in southwest Riverside County, approximately 45 miles east of the Pacific Ocean. It lies entirely outside the California Coastal Zone defined under Public Resources Code §30103 and the California Coastal Act of 1976 (PRC §30000 et seq.). No Coastal Development Permit (CDP), Local Coastal Program (LCP), or California Coastal Commission jurisdiction applies to property in Menifee.
The California Coastal Act (PRC §30000–30900) governs only the statutorily-defined Coastal Zone, generally extending 1,000 yards inland from the mean high tide line (with broader inland reach in some areas up to the first major ridgeline or 5 miles, and a narrower seaward limit). The Coastal Zone is mapped by the California Coastal Commission under PRC §30103. Menifee sits at approximately 1,400 feet elevation in the San Jacinto Valley, surrounded by the Santa Ana Mountains to the west and the Diamond/Domenigoni Valleys to the south — well inland of any Coastal Zone boundary.
