Saint Paul encourages cool roofs and reflective surfaces through CARP and city building policy, but does not yet mandate them on private residential construction citywide.
The Sustainable Building Policy requires high-reflectance roofing on city-funded projects to reduce heat-island effects in dense neighborhoods like Frogtown and the East Side. Private residents are encouraged but not required to install cool roofs; rebates may be available through Xcel Energy or Center for Energy and Environment partnerships. The Comprehensive Plan 2040 identifies cool roofs and green roofs as priority strategies in urban heat-island reduction, especially along transit corridors and near the Green Line LRT.
There is no civil violation for installing a conventional asphalt roof on a private home. City-funded projects that fail to meet reflectance standards may be required to remediate before final acceptance.
