Summary

Adams County's wildfire code requires a noncombustible ring of hard-surface materials, such as rock, gravel, sand, concrete, bare earth or pavers, in the Immediate Zone around any new structure built inside a declared wildland-urban interface area. Only ignition-resistant plants approved by the code official from a Colorado State Forest Service list may go in that zone instead. Violations carry fines up to $1,000 a day.

These county ordinances apply to unincorporated areas of Adams County. Incorporated cities within the county may have their own rules that take precedence over county-level regulations.

502.1.2 Materials. Use noncombustible, hard surface materials in this zone, such as rock, gravel, sand, concrete, bare earth or stone/concrete pavers. Exception: Ignition-resistant plantings ... are allowed in the Immediate Zone.

Full Breakdown

Ordinance No. 2 of the 2025 Colorado Wildfire Resiliency Code, effective May 15, 2026, to set the defensible-space material standard for the Immediate Zone, the ring closest to a structure's foundation, walls and attachments in unincorporated Adams County's declared wildfire hazard areas. The rule bars combustible ground cover such as bark mulch, wood chips or dry landscaping fabric from that zone and instead requires rock, gravel, sand, concrete, bare earth, or stone and concrete pavers. The only carve-out is for ignition-resistant plantings drawn from a list the code official approves that is at least as strict as the list the Colorado State Forest Service maintains; ordinary shrubs and grasses that aren't on an approved list don't qualify.

1 based on the state's CWRC Map. The Building Safety Division administers compliance and permitting for the requirement, and the same appeal path applies as for the rest of the wildfire code: Chapters 3 and 5 disputes go to the Board of Adjustment, while Chapters 1, 2 and 4 disputes go to the Building Code Board of Appeals.

Violations & Fines

Ordinance No. 14's Section 5 penalty clause applies here too: failing to maintain the required noncombustible materials in the Immediate Zone is punishable under C.R.S. § 30-15-402 by a fine of up to $1,000 for each violation, and each day the noncompliant condition continues is treated as a separate offense. The county may combine this fine with any other remedy the law allows.

Frequently Asked Questions

What counts as noncombustible in the Immediate Zone?
Section 502.1.2 lists rock, gravel, sand, concrete, bare earth, and stone or concrete pavers as acceptable hard-surface materials. Wood mulch, bark, dry grass, and other combustible ground cover don't meet the standard once a property sits inside a declared wildland-urban interface area.
Can I keep plants near my house in the Immediate Zone?
Only if they're ignition-resistant and appear on a list the code official approves that's at least as protective as the Colorado State Forest Service's own list. Ordinary shrubs, hedges, and non-approved ornamental plantings aren't allowed in that zone.
Does this apply to my existing home?
It applies wherever the code official has declared a wildland-urban interface hazard area under Section 302.1. Ordinance No. 14 exempts most alterations touching less than 25 percent of an exterior wall or roof, but the Immediate Zone materials rule isn't listed among the construction exceptions.
