207 requires that all grading, excavation, open cuts, side slopes, and other land surface disturbances from development be mulched, seeded, sodded, or otherwise protected so erosion, siltation, sedimentation, and washing are prevented, done in accordance with plans and specifications and within time periods approved by the county's Development Review Board (DRB).
