- Lake County Code § 6-22 (amending FBC R322.2.1)
- Standard freeboard
- 18 in. above base flood elevation
- Coastal A Zone freeboard
- 1 ft (305 mm) above base flood elevation
- Zone AO minimum
- FIRM depth number or 2 ft, whichever applies
- Utilities/equipment
- 18 in. above base flood elevation (§ 1612.4)
Summary
New homes in a Lake County flood hazard area must be built with 18 inches of freeboard above the base flood elevation, not just built to the base flood line itself. Lake County Code § 6-22 amends Florida Building Code Section R322.2.1 to raise that bar, with a one-foot minimum instead in Coastal A Zones.
R322.2.1 Elevation requirements.
1.Buildings and structures in flood hazard areas not designated as Coastal A Zones shall have the lowest floors elevated to or above the base flood elevation, plus eighteen (18) inches or the design flood elevation, whichever is higher.2.Buildings and structures in flood hazard areas designated as Coastal A Zones shall have the lowest floors elevated to or above the base flood elevation plus one (1) foot (three hundred five (305) mm), or to the design flood elevation, whichever is higher.3.In areas of shallow flooding (AO Zones), buildings and structures shall have the lowest floor (including basement) elevated at least as high above the highest adjacent grade as the depth number specified in feet on the FIRM, or at least two (2) feet (six hundred ten (610) mm) if a depth number is not specified.4.Basement floors that are below grade on all sides shall be elevated to or above the base flood elevation, plus eighteen (18) inches or the design flood elevation, whichever is higher. Exception: Enclosed areas below the design flood elevation, including basements whose floors are not below grade on all sides, shall meet the requirements of Section R322.2.2.

Full Breakdown
Florida's building code sets the base flood elevation as the minimum floor height in a flood hazard area, but Lake County builds in extra margin, called freeboard, through a local amendment. 1 so that buildings and structures in flood hazard areas not designated as Coastal A Zones must have their lowest floors elevated to or above the base flood elevation plus 18 inches, or to the design flood elevation, whichever ends up higher. In Coastal A Zones the amendment requires at least one foot (305 mm) above base flood elevation instead, again deferring to the design flood elevation if that number is higher.
The same local amendment covers shallow flooding areas mapped as Zone AO, where the lowest floor, including any basement, has to sit at least as high above the highest adjacent grade as the depth number printed on the FIRM, or at least two feet if the map doesn't list a depth number, and it applies the same 18-inch-above-base-flood-elevation floor to basements that are below grade on every side. 4 so that utilities and attendant equipment, meaning mechanical, plumbing, and electrical equipment, must be elevated to 18 inches above the base flood elevation or as specified in ASCE 7/ASCE 24, whichever is higher. 2.
Violations & Fines
Building or substantially improving a structure in a Lake County flood hazard area without meeting the 18-inch freeboard standard (or one foot in a Coastal A Zone) is a violation of the locally amended Florida Building Code enforced through the county's building permit and inspection process under § 6-22. A structure that doesn't meet the required lowest-floor elevation can be denied a certificate of occupancy, and the Floodplain Administrator can require an elevation certificate from a Florida-licensed surveyor before further vertical construction proceeds, with non-compliance handled through code enforcement and potential National Flood Insurance Program rating consequences for the property.
