Lowest floor elevation requirements for residential buildings. The area below the lowest floor shall be limited to storage, access, and parking. All residential buildings not subject to Section 12, H(1) of this ordinance and located in a flood hazard area, Zone X-500, or Zone X shall have the lowest floor elevated at or above the elevation required by the Florida Building Code or as follows, whichever is higher: (a) Buildings located on a paved road must be elevated 18 inches above the crown of the nearest street or interior finished roadway system. (b) Residential buildings located on a graded or otherwise unfinished road must be elevated a minimum of 24 inches above the crown of the nearest street. (c) Garages for residential buildings shall have the lowest slab at or above the crown of the nearest street and shall meet one of the following: (1) be elevated at or above the base flood elevation, or (2) if using flood openings, the flood openings shall be installed so that the entire opening is below the base flood elevation and shall be no higher than one foot above grade.

Where a residential building is not already governed by a South Florida Water Management District permit's stormwater elevation standard, the lowest floor must sit at or above whichever is higher: the elevation the Florida Building Code demands, or the county's own freeboard rule. On a paved road, that means at least 18 inches above the crown of the nearest street or finished roadway; if the building instead faces a graded or unfinished road, the minimum jumps to 24 inches above the street crown.
Garages get a separate rule: the lowest slab must sit at or above the street crown and either be elevated to the base flood elevation or use flood openings positioned entirely below the base flood elevation and no higher than one foot above grade. Lanais follow the same street-crown-elevation floor as garages. Where unusual topography makes those standard rules impossible to apply, the Building Official can approve a reduced elevation, but only after a professional engineer analyzes a 100-year, three-day, zero-discharge storm event for the drainage basin, and the reduced elevation can never fall below whatever the Florida Building Code itself requires.
Buildings later removed from the mapped special flood hazard area by a FEMA Letter of Map Change must still keep their lowest slab above the lot's lowest ground elevation and their lowest adjacent grade at or above the base flood elevation.
Violations & Fines
A residential building whose lowest floor sits below the § 62-80(H) freeboard minimum, or whose elevation documentation is missing, is presumed a violation under § 62-78 until a Florida-licensed surveyor's certification is filed; the Floodplain Administrator can issue a stop-work order, and federal flood-insurance premiums for a noncompliant lowest floor can run as high as $25 per $100 of coverage under the variance-notice provisions of § 62-77(G)(4).
