Summary

Riverside County requires a floodplain development permit before any structure, grading, or substantial improvement in a mapped special flood hazard area, with elevation and floodproofing standards enforced under Code Chapter 15.80.

City-specific rules exist: Palm Springs, Menifee, Temecula, Murrieta, Corona, Riverside, and Moreno Valley have their own flood zones rules that differ from Riverside County's county-level regulations. If you live in one of those cities, check the city-specific page instead.

Notwithstanding the provisions of any other ordinance to the contrary, within the special flood hazard areas shown on the maps referred to in section 15.80.050, no structure, including flow obstructing structures, shall be constructed, located or substantially improved and no land shall be graded, filled or developed, and no permit or approval shall be granted therefor, unless it complies with all the applicable requirements of this chapter and all other applicable ordinances.

Full Breakdown

Chapter 15.80 applies uniformly across the unincorporated county to land shown on the FEMA flood insurance rate maps and RCFC&WCD's Public Flood Hazard Determination map. No structure may be built, relocated, or substantially improved and no land graded or filled in a special flood hazard area without a permit meeting the chapter's requirements; new residential construction must have its lowest floor elevated per California Residential Code Section R322. Development inside a mapped floodway is barred unless engineering shows no increase in base flood elevation. The Director of Building and Safety administers permits, with RCFC&WCD or CVWD reviewing technical applications.

Violations & Fines

Ordinance No. 725 sets penalties and enforcement procedures for Chapter 15.80 violations (§ 15.80.130). A structure lacking a required elevation certificate or other compliance documentation is presumed in violation until the owner produces it.

Frequently Asked Questions

Does this apply inside Riverside, Temecula, or Corona?
No. Chapter 15.80 governs only the unincorporated county; each of the 28 incorporated cities, including Riverside and Temecula, enforces its own floodplain ordinance.
Can I build in a mapped floodway?
Only if engineering analysis proves the project won't raise the base flood water surface elevation at any point along the floodplain.
