Sec. 43-11.12 governs MS4 connections, and Sec. 43-11.22 prohibits discharging effluent other than stormwater into the city's separate storm sewer. Implementing Rules Relating to Water Quality are adopted under ROH 14-12. Waipahu's density, narrow streets, and legacy plantation drainage infrastructure mean storm drains quickly convey runoff to Pearl Harbor estuary. Common violations include soapy wash water, paint rinse, pool drainage, and landscape chemicals entering drains. Uncontaminated rainwater remains allowed. Enforcement is active because of federal Clean Water Act oversight of the Pearl Harbor watershed.
