Leander requires all fences to be structurally sound, set on concrete post footings, maintained in good condition, and installed with the finished side facing public rights-of-way, under Article VI, Section 16 of the zoning ordinance.
Article VI, Section 16 of Leander's Composite Zoning Ordinance sets the construction and maintenance standards for fences. All fences must be constructed to maintain structural integrity against natural forces such as wind, rain, and temperature variations, and all posts must have concrete footings. Any fence installed adjacent to a public right-of-way must be installed with the finished (smooth) side facing the right-of-way, and the finished side of any fence built to comply with screening regulations must face away from the screened object. Fences must be maintained in an attractive state and may not be allowed to lean, sag, warp, or otherwise fall into disrepair; any missing, rotted, loose, or broken pieces must be replaced. Height standards from the same section apply: eight feet maximum along a common boundary, three feet maximum in single-family/two-family front yards, and the twenty-five-foot sight-triangle restriction near right-of-way intersections. For single-family homes, the ordinance encourages (but does not require) a masonry column separating a wooden fence from the home to disconnect the structure from potential flammable material. While fence construction is exempt from the city's site development permit, these standards are enforceable independently, and a fence over seven feet would require a building permit under the adopted 2021 IRC.
Fences that lean, sag, rot, or fall into disrepair, lack concrete footings, or are installed with the rough side toward the right-of-way violate Article VI, Section 16 and may be cited for correction or replacement.
