Leander regulates fence height in Article VI, Section 16 of its Composite Zoning Ordinance (Chapter 14). All fences along a common property boundary must be eight feet or less in height except where the ordinance allows otherwise. In single-family and two-family residential districts, fences three feet or less are allowed in front yards; in all other districts no fencing is permitted in the front or side-street setback. Fences taller than eight feet are allowed only for impeding access to hazardous or secured facilities such as electrical substations and chemical or equipment storage yards, and barbed or razor wire may be added above the eight-foot limit for high-security uses but the total may not exceed ten feet. A separate sight-distance rule states that no fence or structure more than twenty percent solid or more than three feet high may be located within twenty-five feet of the intersection of any rights-of-way. The ordinance defines a 'Privacy Fence' as an opaque fence or screen at least six feet in height. There is no height limit for fences enclosing exotic hoof stock. Because there is no city-specific permit threshold for fence height, the adopted 2021 International Residential Code exemption (fences not over seven feet) governs whether a building permit is needed.
