In unincorporated St. Clair County, fences up to six feet may sit on the lot line. Fences exceeding six feet must meet the district's minimum yard (setback) requirements. Inside Belleville, O'Fallon and other municipalities, the city's own code governs.
The County Zoning Ordinance (Sec. 40-5-5(D)) allows fences, walls and hedges to be located along lot lines, but any exceeding six feet in height must satisfy the minimum yard requirements of the zoning district. On corner lots, obstructions higher than two feet above the curb are barred within the sight-triangle 'restricted area' near intersections to protect visibility (Sec. 40-5-5(A)). These provisions apply only in the unincorporated county; incorporated cities and villages enforce their own fence rules.
