Honolulu's Land Use Ordinance Section 21-4.60 limits fence, wall, and hedge heights across zoning districts and imposes additional setback or landscape screening requirements when barriers exceed 36 inches along street frontages.
ROH/LUO Section 21-4.60 is the island-wide rule controlling how tall fences, walls, and hedges may be in every zoning district on Oahu. In most residential yards the maximum height is 6 feet in side and rear yards and 4 feet in required front yards. Fences or walls exceeding 36 inches along a street frontage trigger additional landscape setback requirements intended to preserve sight lines at driveways and intersections. Combination fence-and-retaining-wall heights are measured together, and the Director of Planning and Permitting may require sight-triangle clearances at corners. Nonconforming fences predating current limits may remain but cannot be raised.
Violators face LUO enforcement under ROH Chapter 21, Article 2, including notice of violation, mandatory removal or lowering, and civil fines escalating for each day the violation continues.
