Horry County, SC Fence Regulations: Neighbor Fence Rules (2026)

The Horry County Zoning Ordinance does not require a boundary buffer for ordinary side and rear fences, so neighbors may build to the line by agreement. Section 412.B.4.a is the key placement rule: privacy fences or walls in front and/or corner side yards must meet ten-foot setbacks from front and corner side property lines that abut the road right-of-way or shared private drive. Section 412.B.4.c exempts low-opacity fences (below). South Carolina has no statewide spite-fence statute, so genuinely private boundary disputes are civil matters. The county does not survey or referee where the true property line lies; owners should confirm the line before building to avoid encroachment. Sight-triangle and emergency-access rules still apply at every location.
