Section 18-15(a) requires anyone who wants to construct, enlarge, alter, repair, move or demolish a structure regulated by the construction codes to first apply to the building official and obtain a permit before starting work. " A fence taller than six feet therefore falls back under the general permit requirement of § 18-15(a) and must be applied for through the building official in the community development department's building section, same as any other structure. Applications must include a description of the work and its location, and lapse if no permit issues within six months of filing (§ 18-15(c)(1)-(2)), though the building official may grant 90-day written extensions for justifiable cause.

No permit issues until fees set by the board of commissioners are paid (§ 18-15(i)(1)), and beginning fence construction requiring a permit before it is obtained triggers a penalty equal to 100 percent of the usual permit fee (§ 18-15(i)(2)).
