Most fences need no building permit in unincorporated Nevada County: masonry walls up to 4 feet (footing to top, no surcharge) are expressly exempt, and the California Residential Code exempts fences not over 7 feet.
Nevada County Code Sec. 14.02.050 lists work exempt from a building permit, including masonry walls not over 4 feet in height measured from the bottom of the footing to the top of the wall, unless supporting a surcharge. For other exemptions the county's Building Permit Application Handbook defers to the California Residential Code, whose Section R105.2 exempts fences not over 7 feet high. Taller masonry walls require a permit with engineered plans. Separately, zoning approval is needed to exceed the fence height limits of Sec. 12.04.106: the Planning Agency may allow extra height through a discretionary land use permit, or a Use Permit with required findings.
Building without a required permit can trigger stop-work orders, after-the-fact permits with added fees, and Code Compliance enforcement; unpermitted over-height walls may need engineering review or removal.
