Lake Havasu City's Building Code at Chapter 12.08 adopts the 2018 International Residential Code (transitioning to the 2024 IRC effective February 1, 2026). Per IRC ยงR105, fences over 6 feet require a building permit; below that they are exempt from permits but must still comply with zoning height limits in ยง 14.06.02. Masonry walls and any retaining wall over 4 feet in unbalanced fill, or supporting a surcharge load such as a vehicle or pool, also require a permit and engineering. Pool enclosure fences specifically must be inspected before the pool may be filled.
Building without a required permit is enforced under ยง 14.05.06 with stop-work orders and fines up to $500 per day. Unpermitted retaining walls may have to be removed or retrofitted at owner expense.
