Lake Havasu is surrounded by BLM Lake Havasu Field Office land that issues stage-based fire restrictions seasonally. When stage restrictions are in effect, all open burning, fireworks, and outdoor smoking outside enclosed vehicles or structures may be banned citywide.
The city adopted the 2024 International Fire Code with local amendments under Chapter 12.12, effective February 1, 2026 (per Lake Havasu Council October 2024 action). The Fire Chief is authorized to declare fire restrictions during periods of high fire danger; BLM's Arizona Strip district issues parallel restrictions for nearby federal lands. Common Stage 1 restrictions prohibit campfires/charcoal except in developed campgrounds, smoking except inside vehicles or enclosed buildings, and welding without a permit. Stage 2 bans nearly all outdoor flame and combustion-engine operations off paved roads. These restrictions automatically void the limited fireworks window in § 8.26.030 and the recreational-fire exemption.
Violations of fire restrictions issued under the IFC and § 8.26 are Class 1 misdemeanors with up to $2,500 fine and 6 months in jail, plus civil cost-recovery for emergency response. BLM violations are federal and carry separate penalties.
