The City of Coral Gables mandates pool barriers under Zoning Code Section 5-108(E) and (F) and the Florida Residential Swimming Pool Safety Act (F.S. 515.29). Unless a pool is entirely enclosed by a screen enclosure, it must be surrounded by a protective wall or fence at least four feet in height. Where a swimming pool is visible from a street, a four-foot wall must be erected between the street and pool. Pool barrier gates must be self-closing and self-latching with the latch mechanism at least 54 inches above grade on the pool side. Chain link fencing is generally discouraged in Coral Gables; pool barriers must comply with Section 5-400 wall and fence standards and receive Board of Architects approval for materials, design, and architectural compatibility. Ornamental wrought iron, cast iron, or aluminum fences on top of a masonry wall may reach a combined height of six feet with Board approval. All pool barriers must also meet HVHZ wind load standards.
Pool barrier violations are enforced by Code Enforcement at (305) 460-5216 and the Building Department. Failure to maintain required barriers results in violation notices, fines, and mandatory corrective action. Barriers installed without Board of Architects approval face additional design compliance orders.
