Homestead follows the Florida Building Code Section 454 (Residential Swimming Pool Safety Act, FL Statute Section 515.27) for pool barrier requirements. All residential pools, including above-ground pools, must be enclosed by a barrier at least 48 inches high. Gates must be self-closing and self-latching, with latches on the pool side and out of reach of small children. The barrier must have no openings that would allow a 4-inch sphere to pass through. If the house wall serves as part of the barrier, all doors and windows providing direct access to the pool must have alarms that sound when opened. Removable mesh fences meeting ASTM F2286 standards are acceptable as a secondary barrier. Pool covers meeting ASTM F1346 standards can serve as an additional safety measure but do not replace the barrier requirement. In Homestead's HVHZ, pool fences must also withstand hurricane-force winds. Building inspections verify barrier compliance before pools can be used.
