" Before erecting a fence, Section 6-207 requires the installer to file an application, and Section 6-208 specifies the application must identify the property owner, describe the location, type and height of the fence, and name the person erecting it. The fee for the fence permit is set in Section 6-81(17), referenced by Section 6-209. " Separately, Section 6-197 bans barbed wire fences along or adjacent to any public street, alley or public place, bans electrically charged fences anywhere in the city, and caps hedge fence height so hedges may not "grow in excess of the permitted fence height" or project over a public sidewalk.
A fence allowed to fall into disrepair so that it no longer presents "a neat and orderly appearance" must be repaired, replaced or removed by the owner, with a new permit if the building and zoning department determines one is needed.
