Lee's Summit requires residential pool barriers at least 48 inches high, measured on the side away from the pool. Gates must open outward, self-close, and self-latch under the city's adopted 2018 International Residential Code.
Lee's Summit enforces swimming pool, spa, and hot tub barrier rules through Article X of its Chapter 7 building code, applying the 2018 International Residential Code adopted by Ordinance No. 8536. The top of the barrier must be at least 48 inches above grade, measured on the side of the barrier facing away from the pool. Pedestrian access gates must open outward away from the pool and be self-closing with a self-latching device. Openings in the barrier must be small enough to reject a 4-inch sphere. A house wall may form part of the barrier only when doors to the pool have approved alarms or self-closing hardware. A permit and inspection are required for residential pools.
Pools without a compliant barrier must be corrected before use; failure draws fines and continued enforcement, plus significant liability exposure if an accident occurs.
