Lee's Summit, MO Noise Ordinances: Leaf Blower Rules (2026)

Section 17-254(B)(16) of the Lee's Summit Noise Control Ordinance lists "any mechanical powered saw, drill, sander, grinder, lawn or garden tool, snowblower, or similar device used outdoors in residential areas" among the acts declared to be violations. A gas or battery leaf blower is a mechanical powered lawn or garden tool, so it sits inside that list. The restricted window runs from 10:00 p.m. to 7:00 a.m. the following day, and the prohibition applies when the operation causes a noise disturbance across a residential real property boundary. The ordinance sets no separate daytime curfew for leaf blowers, so the hours from 7:00 a.m. to 10:00 p.m. are governed by the general rules below. The section was adopted by Ord. No. 8068 on January 5, 2017.

Those general rules carry real weight. Section 17-254(A) forbids anyone to unreasonably make, continue, or cause a noise disturbance at any hour. Section 17-252 defines a noise disturbance as any sound that endangers or injures the safety or health of humans or animals, annoys or disturbs a reasonable person of normal sensitivities, or endangers or injures persons or real property. Section 17-256(A) adds numeric limits for any source of sound on private property, measured at or within the boundary of the receiving land use: for residential uses, 55 dba from 7:00 a.m. to 10:00 p.m. and 50 dba from 10:00 p.m. to 7:00 a.m.; for commercial uses, 65 dba at all times; for industrial uses, 70 dba at all times. Under § 17-256(B), a source that emits a pure tone or impulsive sound has those limits reduced by five dba. Subsection (C) exempts the unamplified human voice, interstate railway locomotives and railway cars, and any agricultural activity.

Noise-sensitive zones add a layer. The City Council designates zones on recommendation of the Noise Control Officer, and the ordinance names schools, libraries open to the public, churches, hospitals and nursing homes as noise-sensitive activities. Under § 17-254(B)(15), creating sound inside a posted zone that disrupts its normal activities is a separate violation.

Exemptions are narrow. Section 17-255(A) takes the sound of emergency alerts and emergency work outside the article, and § 17-260 exempts activities required by the City's own public services. The special variance process in § 17-255 reaches only construction under (B)(6) and explosives and firearms under (B)(10), so a night-time leaf blower has no variance route.
