Section 6.1350.D.2 lets a homeowner build a fence or wall up to 6 feet above average grade without a permit; anything taller requires a building permit from the Building Official, and replacing or rebuilding 50 percent or more of an existing fence's linear length that already exceeds 6 feet also triggers the permit requirement. Table 6.IV-1's residential fence row sets the height limits by yard: 4 feet in the front yard and 6 feet in the side and rear yards. Section 6.1350.D.5.a lets a decorative wall or a slatted fence up to 4 feet tall extend all the way to the front property line, provided it does not block the sight distance triangle, while a taller 6-foot privacy fence on a corner lot may encroach into the required front yard by up to 15 feet under Table 6.IV-1.

In the rear yard, Section 6.1350.D.5.b permits a fence or wall up to 6 feet on the rear property line, subject to the City's encroachment policy. On the side yard, Section 6.1350.D.5.c bars any fence or wall taller than 4 feet from extending beyond the front face of the house, though a fence 4 feet or less can run to the front property line if it does not obstruct the sight triangle. Non-residential fences in the CP-1, CP-2, CS and PI districts follow a separate 8-foot maximum under the "Fence or Wall - Other" row of Table 6.IV-1, and a tennis-court enclosure is allowed up to 12 feet.

Any fence or wall over 6 feet that is part of a preliminary development plan must receive final development plan approval before a fence permit issues, per Section 6.1350.D.2.c.
