Lee's Summit, MO Sign Regulations: Garage Sale Signs (2026)

Section 9.120.A.4 exempts "temporary signs, non-commercial, including, but not limited to, construction signs, garage sale signs, home parade signs, political signs, real estate signs, and opinion signs" from the sign permit requirement, but Subsection B is explicit that exempt signs "are subject to all other applicable requirements of this article." Those requirements sit in Section 9.220. Duration is capped at 90 days generally, but any temporary sign tied to an event, which covers a garage sale, "must be removed no later than five days after the event." Placement is restricted: signs cannot go on public rights-of-way or public property, within 11 feet of the paved portion of a street, or within five feet of another property line, and they may only be placed by the property owner or with the owner's permission. Illumination of any temporary sign is prohibited.

Under Table 9-1, a garage sale sign is regulated as a "stake sign": residential lots may post up to four stake signs, either one sign up to 12 square feet or several signs averaging up to 3 square feet each with a 12-square-foot combined cap, and no sign permit is required for this category. The table also caps the total number of temporary signs a property can display at any one time at four, so a household running a garage sale cannot mix in additional banners or feather signs beyond that combined limit. Signs on properties zoned for multi-family use face a tighter annual cap of 15 days at a time, up to six times a year, 90 days total.

Because garage sale signs are non-commercial temporary signs, they fall outside the permit-fee provisions of Section 9.130.B that apply to permitted commercial signage; the tradeoff is that the placement, size, duration and no-illumination rules of Section 9.220 apply in full, and a sign left up past the five-day post-event window becomes a code violation subject to removal and citation.
