The UDO defines an exterior window sign in Section 9.070.B.92 as "any sign posted, painted, placed, affixed to or over the exterior of any window," so anything from a painted storefront ad to a poster taped to the outside pane of a shop window violates the code on sight, regardless of size, message or how long it stays up.
