Lodi enforces the California Swimming Pool Safety Act and California Building Code Appendix V for residential pool enclosures, adopted through LMC Title 15 (Building Code). New pools and spas must be surrounded by a 60-inch-minimum barrier with self-closing, self-latching gates.
Lodi adopts the California Building Code by reference through LMC Title 15. The California Residential Code Appendix V (Swimming Pool Safety Act) and Health & Safety Code §§115920-115929 require any new swimming pool or spa to incorporate at least two of the seven approved drowning-prevention safety features β most commonly a 60-inch-tall enclosure on all sides separating the pool from the home and yard, with self-closing and self-latching gates that open outward. Latches must be at least 60 inches above grade or otherwise inaccessible to children. Door alarms on house doors leading to the pool, removable mesh fencing, and pool safety covers are also accepted options. Existing pools are subject to retroactive barrier upgrades upon remodel or change of ownership in many cases.
Failure to provide compliant pool barriers is a building code violation enforced by Lodi Building Inspection during permit and final inspection. Operating a pool without a compliant barrier can also constitute a public nuisance subject to abatement and administrative penalties.
