Lodi, CA Parking Rules: EV Charging (2026)

125 of the Lodi Municipal Code, adopted by Ordinance No. 1881 in 2013, governs electric vehicle charging stalls in city-owned parking lots. Subsection A prohibits parking or leaving a vehicle standing in a stall or space designated under California Vehicle Code Section 22511 unless the vehicle is actually connected for electric charging purposes, closing off the practice of using an EV stall as ordinary parking once a charging session has ended or without charging at all. Subsection B separately makes it unlawful to obstruct, block or otherwise bar access to those designated stalls, except as allowed under Subsection A for a vehicle that is properly connected and charging.

140 gives the city manager authority to regulate parking at specific city facilities such as the Civic Center, Municipal Service Center and Hutchins Street Square. 125 ties directly to state Vehicle Code Section 22511 signage and designation requirements, a stall only falls under the local charging-connection rule once it has been properly designated and posted; an unmarked space in the same lot is not subject to the connection requirement.
