030 (General Parking Regulations) work together to control recreational equipment on residential property. Subsection C limits what a required off-street parking space can be used for: it must serve only the temporary parking of vehicles and cannot be used for the sale, lease, display, repair, or storage of vehicles, trailers, boats, campers, mobile homes, merchandise, or equipment. That means a driveway or garage counted toward a home's required parking cannot double as long-term storage for a boat or travel trailer. Subsection E addresses a different problem: people living in an RV rather than storing one.

It bans overnight occupancy of a recreational vehicle anywhere in the city except inside an approved recreational vehicle park, with one narrow exception for a temporary use permit allowing an RV to serve as a temporary dwelling during construction on the same site, useful for an owner rebuilding a house who needs somewhere to sleep on the lot in the meantime. Neither subsection creates an outright ban on simply parking a boat or trailer in a driveway that is not counted as required parking, so the rule is narrower than it first appears: it targets storage in a required parking space and overnight habitation, not the mere presence of the vehicle. 32 (Parking and Loading), the same chapter that sets Lodi's minimum parking-space counts for every land use in Table 3-1.
