Retaining walls are treated as structures under Lake County Code Chapter 6. The FBC permit-exemption list states that retaining walls on single-family residential properties not over two feet in height from lowest adjoining finish grade are exempt, 'unless supporting a surcharge or impounding Class I, II or IIIA liquids.' Walls above two feet, walls holding back a slope or driveway load (a surcharge), or walls near water bodies must be permitted and may require engineering.
