The Pikes Peak Regional Building Department (PPRBD) serves as the building authority for El Paso County, Colorado Springs, and participating municipalities. Per 2021 IRC Section R105.2 as adopted locally, retaining walls up to 4 feet in height measured from the bottom of the footing to the top of the wall are exempt from permits UNLESS they support a surcharge load (driveway, structure, slope exceeding 1:2 above the wall). Walls over 4 feet or with any surcharge require a building permit and must be designed by a Colorado-licensed professional engineer with stamped drawings. Proper drainage (gravel backfill with weep holes or drain tile) is required behind all walls regardless of height. Tiered walls with less than 2H horizontal separation are treated as a single wall for height calculation. Setbacks from property lines follow the underlying zoning (typically 3-5 feet side/rear in residential). Walls within floodplains require additional CLOMR review through County Floodplain Administrator.
