Plans must include signed-and-sealed structural drawings, wall sections, footing details, and a boundary survey when the wall affects setbacks. Retaining walls within the Section 118.3.8 visibility triangle must remain 70% open between 2 feet and 9 feet above intersection grade. Fort Myers sits in flood and high-wind zones - any retaining wall in a special flood hazard area also requires compliance with FBC flood-resistant construction standards.
Building a retaining wall without a permit, undercutting an adjacent foundation in violation of FBC 1817.1, or omitting engineered design for a wall over 4 feet can trigger stop-work orders, mandatory removal or re-engineering, and re-inspection fees. Per FS 553.80(2)(c), a fourth-time re-inspection for the same code violation incurs four times the original fee.
