Lake County Building & Zoning Department, under the Unified Development Ordinance and the adopted 2018 International Residential Code, requires a building permit for retaining walls exceeding 4 feet in height measured from the bottom of the footing to the top of the wall, or any wall supporting a surcharge (driveway, pool, structure). Walls 4 feet and under typically need no permit but must still comply with drainage and setback rules. Engineered designs stamped by a licensed Illinois Professional Engineer are required for walls over 4 feet. Setbacks from property lines (typically 3 feet minimum) and stormwater rules under the Lake County Watershed Development Ordinance (WDO) apply, especially near wetlands, floodplains (Fox River, Des Plaines River, Chain O'Lakes), or within the Lake Michigan shoreline zone. Proper drainage with gravel backfill and weep holes is required. Terraced walls must have adequate horizontal spacing to avoid being regulated as one tall wall.
